NLPNP – The Newfoundland and Labrador Provincial Nominee Program offers an opportunity to immigrate to Canada for prospective immigrants who have the experience and required skills. This Canadian Eastern Province Provincial Nominee Program has several immigration categories that are suitable for a variety of immigrant applicants. NLNP offers them to live in the province as permanent residents.
Immigrants coming to Canada through the NLPNP from the province of Newfoundland and Labrador have two options to apply. The first option is to apply directly to the NLPNP outside of the Express Entry program. You can apply through the Newfoundland Office of Immigration and Multiculturalism. If you are successful, you can create an online Express Entry profile and say you are nominated by the province. This can be done by adding your Nomination Certificate and Nomination Domain to your Express Entry profile.
Another option is to first create an online profile in the Express Entry system and declare an official interest in moving to the province of Newfoundland and Labrador. The applicant can then receive an NOI from the province asking them to apply for their PNP. The PNP can directly contact Express Entry profiles that match the skills and abilities required by the NLPNP to benefit the province.
NLPNP will send certificates of submission of officially selected candidates directly to the Express Entry system. Applicants just need to agree to the same online and their CRS score in the express entry pool will immediately increase by 600 points. They are then eligible to receive an ITA invitation to apply for a Canadian PR visa in the next Express Entry.

NLPNP Express Entry Skilled Worker Pathway
This NLPNP class is designed for candidates who:
- You have a profile in the Canada Express Entry pool
- You have a highly qualified job offer from an employer in Newfoundland and Labrador for at least 2 years with the possibility of extension
- Compensation and rewards must be in line with provincial standards and current salary levels
Extra requirements:
- Secure a minimum of 67 out of 100 in the NLPNP Marks Table
- Possess an IRCC Work Visa with a validity of a minimum of 4 months at the time of application or be eligible to apply for this Visa
- Possess a Post-secondary Diploma or Degree in Canada or an overseas qualification with authorized ECA - Educational Credential Assessment
- Prove the ability and intention for permanently settling in Newfoundland and Labrador
- Possess adequate financial resources and/or settlement funds
- Submit the results of the language test corresponding to the declared level in the Express Entry profile.
NLPNP Skilled Worker Pathway
This NLPNP class is for applicants who have guaranteed work from a Newfoundland and Labrador employer or who are currently working in the province on a valid work visa.
The applicants of this immigration pathway are required to:
- You have a full-time job offer from an employer* in Newfoundland and Labrador
- Have an IRCC Work Visa at the time of application or be eligible to apply for this Visa
- You have the necessary skills, education, qualifications and/or accreditation for the position
- Prove the ability and intention to permanently settle in Newfoundland and Labrador
- You must have sufficient financial resources and/or housing funds, as well as dependents, if any, to successfully settle in the province
- Proof of French or English language skills to handle work assignments
Some international degree applicants can work if they apply in a field unrelated to their studies. However, they must have graduated from North Atlantic College or Memorial University.
For qualifying in this instance, the requirements for the candidates are:
- You have a post-secondary degree or equivalent experience
- Have an employment offer that corresponds to level C, B, A, or 0 in NOC
- Work must be reasonably anticipated for it to lead to career advancement.
- The most recent combination of experience, skill, and/or training as per the NOC description in their field of employment.
- The employment relationship or destination must be permanent and full-time..
- The position addresses a need in the Newfoundland and Labrador labor market.
NLPNP International Graduate Pathway
This NLPNP stream is for recent graduates who have received a job offer from an employer in Newfoundland and Labrador or who have obtained a work visa..
The applicants are required to:
- You must hold a postgraduate work visa valid for at least 4 months at the time of application
- Employment or an offer from a qualified employer in a NOC B, A, or 0 or NOC C occupation on the list of In-Demand Occupations with at least 30 weekly hours of work and a minimum one-year duration with reasonable extension possibilities
- Possess an offer of a job that is either:
- If the applicant has finished studies outside of Newfoundland and Labrador, they must work for at least one year in the province before applying
- Regardless of field of study, if the applicant is a graduate of North Atlantic College or Memorial University and meets the requirements listed below:
- Post-secondary diploma or degree
- It is conceivable that there will be progress
In the area in which the candidate has a blend of experience, skill, and/or training in the past five years
- Be between the ages of 59 and 21 years
- Demonstrate your ability and desire to become a permanent resident of Newfoundland and Labrador
- There are enough financial resources and settlement funds to ensure a comfortable stay in the area
- Prove your ability to perform job responsibilities in French or English by taking a language test required by NOC for In-Demand occupations.
- If the applicant has a high position in the hiring company, it cannot exceed 10%..
NLPNP Priority Skills NL Pathway
This NLPNP category is for candidates with work experience in Newfoundland and Labrador’s most in-demand occupations, as well as a high level of education and language proficiency. Applicants are required to complete an EOI (Expression of Interest). Those with the highest scores and employer interest are offered the ITA for the NLPNP.
EOI is accepted from candidates having:
- At least one year of experience in one of Newfoundland and Labrador's most demanding jobs within the last 10 years
- A Masters' or Doctorate Degree in Agriculture, Aquaculture, Health Care, or Technology from a Memorial University within the last three years
Extra Eligibility Criteria
All candidates are required to:
- Evidence of command of English at level 5 or higher of the Canadian CLB language reference level through the CELPIP or IELTS test taken in the last year
- Be between the ages of 59 and 21 years
- Have the intention to permanently settle in Newfoundland and Labrador
NLPNP International Graduate Entrepreneur Pathway
This NLPNP option is for candidates who graduated from North Atlantic College or Memorial University and purchased or started a local business.
Requirements:
- Provide a business plan and valid financial support documents.
- Be between the ages of 59 and 21 years
- Must have completed a minimum 2-year in-person full-time diploma or degree from a North Atlantic College or Memorial University within two years of submitting the EOI.
- Possess a legal Post-Graduate Work Visa
- The desire to become a permanent resident of Newfoundland and Labrador through the ownership and active management of a business with significant profits in the territory of Newfoundland and Labrador..
- Possess a minimum of one year of constant ownership (at least 33.3%) and active management of the existing business.
- Create at least one full-time job for a Canadian citizen or PR visa holder.
- Prove that the business is a for-profit entity whose primary goal is to profit by selling services and/or goods.
- Submit an EOI – Submit a letter of intent online.
- Receive an ITA - Invitation to Apply from the Office of Immigration and Multiculturalism, Newfoundland and Labrador.
NLPNP International Entrepreneur Pathway
This NLPNP course is for experienced business managers or business owners who are considering permanent residency in Newfoundland and Labrador.
Requirements:
- Be between the ages of 59 and 21 years
- Offer a Plan of Business with certified supporting fiscal documents
- You must have at least a high school diploma or equivalent in Canada
- Have an intention to permanently reside in Newfoundland and Labrador through ownership and active management of a business with a significant financial benefit to the province
- You must have assets and a net business of at least $600,000 that can be transferred to Canada
- Create at least one full-time job for a citizen of Canada or a PR visa holder
- Prove that the business is an entity for-profit having the primary aim of making a profit by selling services and/or goods
- A minimum of 2 years of ownership experience (minimum 25%) and active management experience of a business within the last 5 years or 5 years of business management experience in a key role within the last 10 years.
- Create at least one full-time job for a citizen of Canada or a PR visa holder. Be able to invest a minimum of $200,000 in establishing a business in Newfoundland and Labrador, with at least 33.3% ownership or a $1 million equity investment.
- Obtain at least level 5 of the Canadian Language Benchmark CLB in French or English in writing, reading, listening and speaking. (Accepted tests include CELPIP General Test, IELTS General Training Test and TEF)..
- Complete an EOI - Expression of Interest online
- Receive an ITA - Invitation to Apply from the Office of Immigration and Multiculturalism, Newfoundland and Labrador.
NLPNP Atlantic Immigration Pilot Pathway
Newfoundland and Labrador participates in the AIPP Atlantic Immigration Pilot Program. Employers drive this provincial-federal immigration program, which aims to attract skilled workers and international students.
The AIPP is an initiative aimed at promoting economic growth in the Atlantic region. It expedites the Canadian immigration process for immigrants who receive a job offer from an authorized employer in the region.
Newfoundland and Labrador Points Assessment Grid
